Dominica: Roseau North By-Election set for September 7, Nomination Day August 21
Prime Minister Dr. Roosevelt Skerrit announced September 7 as the date for the Roseau North by-election, with DLP, UWP and independent candidates set to contest the vacant seat.
Dominica: The by-elections are set to take place in the Roseau North constituency of Dominica on Monday, September 7, following the resignation of the former parliamentary representative Miriam Blanchard with the Nomination day being on Friday, August 21, 2026.
The Dominica Labour Party (DLP) had named Ashma McDougall as its candidate for the upcoming Roseau North by-election, earlier while the opposition United Workers Party announced Danny Lugay as its candidate. Sherman Boston is also running as an independent contender in the district.
Prime Minister Dr. Roosevelt Skerrit announced the election date in his recent address to the nation, saying that he advised President Sylvanie Burton to issue a writ under the Public Seal of the State for holding of the by-election in the Roseau North constituency.
Fellow Dominicans, I have advised Her Excellency the President of the Commonwealth of Dominica to issue a writ under the public seal of the state, declaring that a by-election be held in the Roseau North constituency, the PM announced.
Skerrit added that the by-elections had become necessary following the vacancy that arose after Blanchard resigned on June 12, 2026 and noted that it’s being called pursuant to Section 12 of the House of Assembly Elections Act.
This is pursuant to Section 12 of the House of Assembly Elections Act, Chapter 201. The by-election has become necessary following the resignation of Hon. Miriam Blanchard on June 12, 2026 as the parliamentary representative for the Roseau North constituency, thereby creating a vacancy in the House of Assembly.
The Prime Minister mentioned that the Section 55 (3) of the Constitution of the Commonwealth of Dominica provides that where the seat of a representative falls vacant, otherwise than by reason of dissolution of the House, a by-election shall be held to fill the vacancy within three months of the occurrence of the vacancy, unless the House is sooner dissolved.
The Prime Minister further noted that, “The democratic process established under our Constitution ensures that the people of Roseau North will have the opportunity to elect a representative to serve their interests in Parliament and continue the important work of national development.
He urged the eligible voters to participate in the democratic exercise and also called for a peaceful and orderly campaign.
I urge all eligible electors in the constituency to participate in this important democratic exercise and conduct themselves in a manner that promotes a peaceful, orderly and issue-based campaign, he said.
Skerrit added that the Dominica Labour Party is actively presenting its vision for continued development of the constituency and the country.

On the other hand, UWP candidate Danny Lugay also took to Facebook to make the announcement and said, “The Roseau North By-Election is set for Monday, September 7th, 2026.”
He urged the locals to show their support to him in the upcoming by-elections.
