Workers used to make handbags, caps and other garments in the factory. It is being considered the second worst incident in Delhi since a 1997 fire incident that took place in a movie theatre in which 59 people were killed.

Most of the victims were migrant workers from the impoverished eastern state of Bihar. The workers earn as little as Rupees 150 ($2) a day and sleep in the factory between lengthy shifts.
A case of culpable homicide was registered against the building's owner, but no arrests were immediately made.
While the cause of the fire is not clear yet, fire incidents are common across India due to the country's poor record for workplace safety standards and negligence in the enforcement of building regulations.
