Authorities say two persons have been arrested in connection to Saturday's mass shooting on South Street, which killed three people and injured almost a dozen more.
The Philadelphia District Attorney's Office confirmed Quran Garner's arrest on Monday, charging him with aggravated assault and aggravated assault on law enforcement officials.
Garner is said to have fired down South Street after a fight between three individuals escalated into a gunfight. Authorities said that shortly before midnight, Gregory Jackson, 34, and two other men got into a heated argument that suddenly became violent.According to police, both Jackson and another man involved in the brawl, subsequently identified as Micah Towns, were armed. Jackson is suspected of firing the first shot that injured Towns, who then returned fire and killed Jackson.
Towns is not now facing prosecution, according to officials, since he acted in self-defense. According to authorities, both individuals were properly license to carry and exchanged 17 bullets.
Investigators believe that when Garner began firing along South Street, the initial brawl had ended and Jackson had been down for roughly 30 seconds.
According to Philadelphia Assistant District Attorney Joanne Pescatore, cops confronted Garner, who then aimed the revolver at them.
One of the policemen fired multiple shots at Garner, injuring him in the hand. Garner allegedly dropped a phantom pistol with an extended magazine and fled on foot, according to authorities.
Pescatore revealed that Garner rushed toward 4th and Bainbridge, where police were investigating a previous incident earlier in the evening. Garner approached officers at the scene and notified them that he had been shot. Police took him to Thomas Jefferson University Hospital.
Hours later, the Philadelphia Police Department said that a second suspect in the fatal shooting had been apprehended by U.S. Marshals in South Philadelphia.
Rashaan Vareen was arrested around 8 p.m. on the 2300 block of South Hemberger Street, according to officials. According to Kelly Rule of FOX 29, law enforcement was tipped off to Vareen's whereabouts.
Vareen is charged with attempted murder, aggravated assault, conspiracy, and other crimes. According to law enforcement officials, Vareen was a buddy of Jackson's and the third individual involved in the tragic brawl.
Authorities suspect Vareen took Jackson's gun after his death and delivered it to another man in a blue hooded sweatshirt, who then fled the scene.
Vareen is thought to have stayed by Jackson's side, applying pressure to his wound before giving authorities his identity and identifying himself as a friend of Jackson's.
In total, 14 people were shot, and three died as a result of the incident.
The other victims have been identified as Kristopher Minners, 22, and Alexis Quinn, 27. According to authorities, both are thought to be innocent bystanders.
As of Monday night, no murder charges have been brought against anyone suspected of being engaged in the incident. Police Commissioner Danielle Outlaw issued a statement shortly after Vareen's arrest.
"I'd want to congratulate our PPD investigators, the ATF, the FBI, and the US Marshals Service for their quick and dedicated work in identifying and apprehending two persons wanted in connection with the tragic shooting incident that happened Saturday evening on South Street," Outlaw stated."Having said that, there is still work to be done. The PPD will continue to work with all of our law enforcement and community partners to identify and apprehend each and every individual responsible for these heinous crimes."
