Budget: Dominica government advocates to legalize ‘Marijuana’

The Commonwealth of Dominica’s new budget presented by Prime Minister Dr. Roosevelt Skerrit advocates the legalization of ‘Marijuana’ (cannabis, especially as smoked or consumed as a psychoactive – mind-altering – drug). While giving the speech PM stated that after engaging stakeholders, the consideration would be given to the possible decriminalization of marijuana.

“We had the opportunity to hear views of members of the public, many of whom have been engaged in expressing their views on this issue in the media. We recognize the sensitivities on this issue. We are of the view, however, that in all the circumstances, particularly having regard to the empirical data, and the growing international importance of medical marijuana and the world trend of decriminalization of marijuana for medical, religious and recreational use, that the government should bring to the Parliament for consideration, legislation to decriminalize the possession of marijuana,” said PM Roosevelt Skerrit.

The government will, therefore, propose that the possession of not more than 1 ounce (28.35 grams) of marijuana, be decriminalized. Even there will be a significant relief to people who were convicted for marijuana possession less than 1 ounce will not be punished for the offense.

“We will go further and make the necessary amendments to have struck off from the record of those convicted for marijuana possession, any conviction in respect of the possession of 28.35 grams (one ounce) or less. We do not believe that it is fair that an individual should be punished eternally for such an offense. This measure will impact positively, many of our citizens”, Prime Minister added.

However, the Prime Minister indicated that possession of marijuana would be only for the use of medication. He also signposted that there will be further amendments in this regard. “The Government will continue to explore the medicinal benefits that can be derived from the use of marijuana, including its economic value.”
